Philippine Aviation

Right after the war, the Philippine government created the Civil Aeronautics Administration (CAA) to administer and govern rules and regulations on civil aviation. During that time, the Manila International Airport (MIA) was only one of the departments under the CAA.

In the early 1980's the CAA was down sized to the Bureau of Air Transportation (BAT) and the MIA was made into an authority. A joke at that time was that employees working for BAT were amptly called "Bat Men".

Thereafter, in the mid 90's the BAT was further down sized and called the Air Transportation Office (ATO). Then by mid 2000 the ATO henceforth became the Civil Aviation Authority of the Philippines (CAAP). This authority must be distinguished from the Civil Aeronautics Board (CAB). CAAP is the regulatory agency in charge of the operational, technical & engineering aspects of the aviation industry while the CAB is in charge of the administrative aspect of implementing regulatory policies on airline operators in the country.

Maybe next time we will also have a Space Agency
